  11.    FastTimer is a drop-in replacement for the TTimer that comes packaged
  12.    with Delphi.  It allows timer events with a resolution down to 1ms,
  13.    rather than 55ms (which is the limit of the TTimer component).  This
  14.    makes it suitable for use in games, communications, and all other
  15.    applications that need timing precision.
